Introduction
FCS is an independent Tanzanian not-for-profit development organization serving as a catalytic support mechanism for the civil society sector in Tanzania. Since its inception in 2002, FCS has contributed immensely to the capability strengthening of the civil society sector in Tanzania thereby directly and indirectly enabling CSOs and citizens to become key driving forces for positively influencing democratic governance in Tanzania and better quality of life for all.
About the Call
The Foundation for Civil Society (FCS) under the support of Ford Foundation invites expressions of interest from experienced and qualified consultants to participate in a transformative project aimed at empowering 20 Non-Governmental Organizations (NGOs)1 in Tanzania. Inspired by our established Resource Centers in Dodoma and Zanzibar, this initiative seeks to revolutionize the way NGOs operate by enhancing compliance through technology integration. We are seeking dedicated individuals or firms with expertise in capacity building on compliance through digital tools and systems to facilitate this groundbreaking project.
Civil Society Organizations (CSOs) are crucial drivers of social change and progress. However, many CSOs encounter challenges in building their internal capacity, accessing support, and implementing innovative strategies. To address these issues, we propose a comprehensive digital solution that supports NGOs in Tanzania by combining statutory compliance and technology integration. This project aims to empower 20 NGOs to navigate the dynamic landscape of compliance, ushering in a new era of efficiency, transparency, and impact.
Purpose
The general objective of this call for expressions of interest is to engage a qualified consultant or consulting firm to implement a project that will empower 20 non-governmental organizations (NGOs) in Tanzania by providing them with comprehensive support and capacity-building solutions. The project aims to enhance the compliance, technology integration, and operational capabilities of these NGOs, ultimately enabling them to make a more significant impact on the communities they serve.
Scope of Work
This assignment will be conducted on the mentioned 20 organizations based in both Tanzania mainland and Zanzibar. The duration of the project will not exceed 100 working days or an average of 4 months. A detailed list of the organizations and contact persons from these organizations will be provided at a later stage to the winning consultant/firm.
Budget
Consultants/consulting firms are advised to keep note that the maximum financial resources available for this assignment are Tanzanian Shillings Sixty Million (TZS 60,000,000). This can be useful to guide in the preparation of financial proposals.
Qualifications and Requirements
Proven Experience: The consultant or consulting firm should have a demonstrated track record of working with NGOs, specifically in the Tanzanian context, and successfully implementing projects related to capacity-building, compliance, and technology integration.
Expertise in Compliance and Technology: Strong expertise in statutory compliance regulations relevant to NGOs in Tanzania, as well as the integration of technology into NGO operations. This includes conducting statutory compliance audits, developing internal frameworks, and evaluating technology infrastructure.
Training and Orientation: Experience in conducting effective training and orientation sessions for diverse groups, fostering an understanding of the importance of compliance and technology integration.
Knowledge of Tanzanian NGO Sector: A thorough understanding of the Tanzanian NGO sector, including its challenges, opportunities, and regulatory environment.
Project Management Skills: Strong project management skills are necessary to ensure the successful implementation of the project, including planning, execution, and timely delivery of results.
Innovative Solutions and Commitment: The consultant or consulting firm should be creative, flexible, and committed to the goals and mission of the Foundation for Civil Society, providing innovative solutions to address the specific needs and challenges of the participating NGOs.
Expected Deliverables
The procured consultant/firm will be expected to deliver on the following:
Orientation and Mindset change sessions for each organization,
Pre and post-session surveys measuring understanding of statutory compliance audits,
Statutory Compliance Audit and Internal Framework,
Customized internal compliance framework for each organization,
Comprehensive technology assessment report for each organization,
Training session reports (one session per organization), and
Digital project cycle development.
Expected Outcomes
After the exercise, it expected that:
There will be an increased understanding of compliance,
Adoption of a more statutory and technology compliance-oriented mindset within participating organizations,
Enhanced legal compliance within participating organizations,
improved organizational efficiency and adherence to regulations,
Increased capacity of organizations to create effective digital project proposals.
Consultancy Duration and Timeline
This consultancy assignment is expected to have a duration of not more than 100 working days (four months), commencing on the 15th of November 2023, and concluding by March 2024. The successful consultant or consulting firm will be required to adhere to this timeline for the effective implementation of the project.
