1. Introduction

The Foundation for Civil Society (FCS) is an independent Tanzanian not-for-profit development organization that provides grants and capacity building services to Tanzania based Civil Society Organizations (CSOs). Since its inception, FCS has contributed immensely to the capacity strengthening of the civil society sector in Tanzania thereby (in) directly enabling CSOs and citizens become key driving forces for positively influencing democratic governance in Tanzania, ensuring delivery of quality services especially at grassroots and thus contributing to better quality of life for Tanzanians. This is realized through provision of grants, facilitation of linkages, as well as enabling a culture of on-going learning within civil society and Tanzania as a whole. Currently, FCS is implementing a new strategic plan which covers 2016 to 2020. The strategy has four (4) key results areas which include Good Governance, livelihood/economic development, capacity strengthening and Institutional development. 2. About this call for proposal

This call for proposal for Strategic Grant is re-advertisement for attracting potential strategic grantees to implement governance programme for 2017. FCS had made a call for proposal in March 2017 and among others, invited organizations and networks to apply for strategic grants. However, the assessment has indicated that none of the applicant organizations explicitly responded to the FCS Theory of Action (TOA), others did not meet the standard required etc. FCS further, invited Tanzanian civil society organizations (from both mainland and Zanzibar Unguja and Pemba) which meet the criteria set for Strategic Grantees to participate in an information session which was held at FCS offices in Dar es Salaam on 12th June, 2017. During the information session FCS presented its Theory of Action (TOA) and clarified its new modality of working. This call for proposal therefore, invites organizations which meet the criteria stated below to submit proposals in line with FCS TOA to be funded as cluster leaders (Strategic Grantees) for 2017.
