INVITATION TO INFORMATION SESSION FOR POTENTIAL STRATEGIC GRANTEES 2017: DATE: Monday 12th June, 2017 at 10.00 – 12.00 - FCS Office 7 Madai Crescent, Ada Estate, Plot No.154, Kinondoni- Dar es Salaam.

Foundation for Civil Society (FCS) is an independent Tanzanian not-for-profit development organization that provides grants and capacity building services to Tanzania based Civil Society Organizations. Currently, FCS is implementing its new strategic plan which covers 2016 to 2020. This is the third strategy for FCS since its inception in 2002/2003. During the first two strategies (2003-2007 and 2009- 2013) FCS approach was to allow 1000 flowers to blossom (i.e. FCS provided a range of different funding windows for different types of civil society organizations and provided an avenue to watch and learn what happens. In this strategic period 2016-2020, through the lessons already leant in the previous strategies, FCS will support both networks and individual CSOs. The individual CSOs mainly working at grassroots will be grouped in thematic clusters and linked both horizontally and vertically by ensuring that the lessons generated are shared between and across CSOs and the networks. FCS will support national level CSOs and CSOs networks as cluster leaders i.e. organizations / networks that will lead others in the themes. This will enhance movement building from local to national levels in addressing common governance challenges.


Purpose of this invitation and targeted CSOs

FCS made a call for proposal March 2017 and among others, invited organizations and networks to apply for strategic grants. However, the assessment has indicated that none of the applicant organizations explicitly responded to the FCS Theory of Action (TOA), others did not meet the standard required etc. In this invitation therefore, FCS invites Tanzanian civil society organizations (from both mainland and Zanzibar – Unguja and Pemba) which meet the criteria set below to participate in an information session which will be held at FCS offices as stated above. During the information session FCS will present its Theory of Action (TOA) and clarify its new modality of working. Finally, organizations which meet the criteria will be invited to develop proposals in line with FCS TOA to be funded as cluster leaders (Strategic Grantees) for 2017.


Target clusters

Organizations / CSOs networks invited for info session are those that work in the following themes to meet the stated outcomes.

Outcome I:   Local Government Authorities (LGAs) deliver improved quality services.

Thematic focus to meet the outcome

a)    Social Accountability Monitoring (SAM) or Public Expenditure Tracking System (PETS) in the education sector.

b)     Social Accountability Monitoring (SAM) or Public Expenditure (PETS) in the water sector.

c)    Social Accountability Monitoring (SAM) or Public Expenditure Tracking System (PETS) in the Agriculture sector. 

d)    Support citizen’s participation in planning and budgeting processes, and increase access to vital public information (resource allocation and distribution) as well as accounting for public resource use/management at local and national levels.

Outcome II:        Decision making and democratic processes better reflecting citizens’ rights especially those of marginalised groups, People with Disabilities, ethnic minority and women.

Thematic focus to meet the outcome

a)    Formulating youth platforms at district and sub-district levels to increase youth voice and engagement in public policy development and implementation specific for young youth organizations.

b)    Advocacy against harmful traditional practices especially GBV and FGM.

c)    Campaign and advocacy against killings of people with albinism.

d)    Advocacy for the rights of people with Disabilities to increase their participation in public accountability and local governance processes specific for Disabled People Organizations and Networks. 

e)    Promote access to land and other property rights especially for women.


Eligible Organizations / Networks

This information session targets the following types of organizations and networks.

a.    Well established Civil Society networks, umbrella organizations and Civil Society Organizations with national mandate/ working nationwide.

b.    CSOs and networks with experience of handling projects budget of more than  Tshs 500,000,000 and above per year and having strong track record in management of funds and demonstrable national impact.

c.     Organization or network that has is audited annually in the last three financial years.

d.    Civil Society networks, umbrella organizations and Civil Society Organizations with are nationally and have strong track record in  selected sector e.g. Advocacy for the rights of people with disabilities

e.    This invitation is for local Civil Society Organizations registered and operating within the borders of the United Republic of Tanzania. International organizations even if they are also registered locally or interventions outside the United Republic of Tanzania are not invited.

FCS will not pay any costs related to participation in the info session. Participants are expected to cover their own travel and accommodation costs if needed.
